Well first, a petroglyph is like a cave painting of sorts, except it is done outdoors on rocks.
Certain categories of rock formations prove easier to carve into than others.
Such rock formations often result from volcanic activity, so it is for this reason that the Petroglyph National Monument is in the state most notorious for volcanoes, the Aloha State of Hawaii.
