This is tough because the question asks if they have EVER felt guilty, meaning even once.
That said, I believe law enforcement officials try to enforce the law, and many are highly trained and qualified to remove emotion out of their decision making, especially with their lives on the line.
So I'll say it's lower.

I had to re-read that question, it was IN a sleeping bag, not WITH one.
Well I have done so, and I'm far from the most outdoorsy type.
I imagine quite a few people have done so, either while camping, or doing sleepovers as a youth.
I'll go with 73.
