I think the majority of prisoners would want to get out regardless of whether or not they'd get caught again. I'll say 70 out of 100.

 The actual number of inmates that would try to escape is...  61, Matt's right, it is lower.  Since it's sudden death, Matt, you can either play/change the ten and call higher or lower with your cards. Or you can pass to Kevin and he must play off the nine. If you play and make a mistake, Kevin wins game 1. If you pass and Kevin makes a mistake, you will win game 1. |
